With energy efficiency regulations tightening, landlords and property owners face increasing pressure to bring residential properties up to standard—or face the financial and legal consequences. The Minimum Energy Efficiency Standards (MEES), introduced under the 2015 Energy Efficiency Regulations, are already reshaping the residential rental landscape. But with further changes on the horizon, now is the time to act.
The current landscape… and what’s coming next
The 2015 standards mandated that, by 2018, leases must not be renewed, nor new leases granted, for any property with an EPC rating below E. In 2021, a proposal was made to raise the minimum standard to a C rating by 2028.
Although the regulations were abandoned by the Conservatives in 2023, Labour has announced the reintroduction of MEES under new rules, which will require all rental properties to achieve at least a C grade by 2030, significantly raising the bar for energy performance across the sector.
Under current plans, building owners and landlords should be preparing for an interim target of EPC C by 2028, and EPC B by 2030, however this is subject to change, pending an upcoming consultation response. As of March 2025, we’re yet to see this.
Given that EPCs are already required whenever a property is sold or let, there’s no avoiding the need for action. For large-scale residential portfolios, including many under Odevo UK’s management, the time to plan is now.
The retrofit opportunity
Upgrading existing homes to meet these targets presents a complex challenge, but also an opportunity to enhance asset value, rental potential and long-term sustainability.
Retrofitting energy efficiency measures can take many forms, from better insulation and heating systems to renewable energy sources like solar panels. But this work must be properly specified, planned and managed, especially when dealing with older stock, heritage assets, or properties with multiple stakeholders.
